The study focuses on ultrafine particles (diameters less than 100 nm) emitted by diesel buses and assesses exposure to humans. The project examines particle inventory at the Woolloongabba busway station (Brisbane, Australia) over the winter months during which temperature inversions frequently occur. Since exhaust particles may be composed of toxic and carcinogenic substances it is the aim of this project to investigate the exposure to the waiting passengers. During the course of this study, a passenger census is conducted based on video surveillance, yielding person-by-person waiting time data. Furthermore, a bus census reveals accurate information about the total number of diesel versus buses powered by other means (e.g. CNG). Background particle load (outside of the bus station) and platform measurements of ultrafine particulate number-size distributions are made to determine ambient aerosol concentrations. It is assumed that significant differences between platform and background distributions are due to bus emissions which, combined with passenger waiting times, yield an estimate of passenger exposure to ultra-fine particles from diesel buses.

To address the problem of vehicular pollution in the Kathmandu Valley, the Government of Nepal responded with mainly command and control (CAC) measures such as emissions standards for new and in-use vehicles, banning of new two-stroke motorcycles, and lead phaseout from petrol. Since literature suggested that compared to CAC instruments, economic instruments are cost-effective, this study set out to examine whether fuel tax is indeed preferable. Quantitative analysis was carried out to evaluate the cost- effectiveness of policy measures. Toxicity weightage factors were assigned to the criteria pollutants to derive a composite index of toxic load' inventory while the prevailing costs were used for calculation. The findings of the research were mixed. While banning of new two-stroke motorcycles was found to be most cost-effective, setting of emissions standards for diesel vehicles was least cost-effective. The cost-effectiveness of a fuel tax was calculated for different tax regimes and found to fall in between. It suggested that both categories of instruments should be implemented to achieve the objective with least cost to society.

This book presents a set of probability-based tools for efficient uncertainty analysis and for seismic vulnerability and risk assessment of structures, and illustrates the use of these tools in evaluating the potential impact of future earthquakes that may occur in the New Madrid Seismic Zone on reinforced concrete frames in the Central and Eastern United States. Due to the lack of natural strong motion records in this low-to-moderate seismic region, synthetic earthquake ground motions developed in recent seismological research are used in nonlinear finite element-based time history analyses to determine the seismic demand on the gravity load designed (GLD) frames. Seismic fragilities that incorporate various sources of uncertainty are formulated for low-, mid-, and high-rise GLD frames, and are used in the performance appraisal of the building frame inventory in Memphis, TN. This fragility assessment indicates that traditional GLD reinforced concrete frames may not meet the life safety and collapse prevention performance objectives that are stipulated in recent building codes and guidelines for performance-based earthquake engineering. The intended audience of this book is researchers and professional engineers involved with the performance assessment of existing buildings for upgraded seismic resistance.

The peak load pricing theory was once a fertile field for analytical exercises. The general result from the traditional theory of peak load pricing charged the off peak consumers marginal operating costs only and the on-peak users marginal operating plus marginal capacity costs, since it is the on-peakers who were assumed to press against capacity. The theoretical refinements have since somehow ceased to attract attention, possibly because the classical framework and the inevitable result have been taken for granted, and the research interest has shifted from theory to empirics. The present work seeks to take issue with the classical conclusion and shows that if the off-peak period output is explicitly expressed in terms of capacity utilization of that period, the result will be an off-peak price including a fraction of the capacity cost in proportion to its significance relative to total utilization. The work also analyzes the implications of the relationship between reliability and rationing cost involved in a power supply system in the framework of the standard inventory analysis, instead of the conventional marginalist approach of welfare economics.
